If I'm reading the information correctly, it looks like it decodes HEVC 1080p faster (720 FPS) than it can encode h.264 at 1080p (388-631 FPS) so so even in perfect form the encode side is the limiting factor.
The chart gives a comparable score of 10 streams for a GTX 1060 at the 3GB range of the card. (Source: Am IT Director for an Engineering firm that uses Quadro cards of many kinds - not based on use with Plex, so take with a grain of salt) We're only talking $1 per year in electricity, but that's also less stress on the system (both in heat and power draw). The P620 is slightly less than half the card for slightly less than half the price, but also at almost half the power draw, with the same grade components (RAM speed, for example).
If both are way more than you need, you might look downward. If the P2000 is borderline for your needs, then it's something to consider. It also depends on how fast you think you will grow in needs, vs how soon you will be replacing your system. If the P2000 is already overkill, is it worth spending an extra $10 for even more ridiculous overkill? That's a question for your conscience and your pocket book.

If the prices diverge in the logical direction - such as if you find a machine shop selling their old P2000 cards while they upgrade to P4000 - you have to decide how much extra horsepower you really need. At $50 less, it's not even a question of which you should go for. In the $400ish range, $10 is nothing, especially for the upgrade in power. Amazon has them within $10 of each other new, and Connection has has them flipped - the P2200 is $50 cheaper (for a promo card - it's the same $10ish dollars difference for the normal cards). I'm not seeing a huge gap in prices between the Quadro P2000 and the Quadro P2200.
